Obtaining a PESEL Number for Foreigners in Poland

Foreigners residing in Poland may obtain a PESEL number if they meet specific requirements. This is most commonly done through registering residence for more than 30 days (meldunek) or by submitting a justified application to the local municipality (gmina).
A PESEL number is required for access to healthcare, tax matters, employment, banking services, and other official procedures. Applications must be submitted in person, along with a valid identity document and a justification explaining the need for a PESEL number.

Who can get a PESEL number?

A PESEL number can be obtained by any foreigner living in Poland if they are registered for temporary or permanent residence.
If you do not have a registration, you can still get a PESEL number — in this case, you submit an application at the municipal/city office and indicate the legal basis requiring a PESEL number (e.g., for banking, tax office, or healthcare purposes).

Where to submit the application?

At the municipal/city office appropriate for your place of residence. For example, in Warsaw – at any district office.
Assigning a PESEL number is free of charge.
If you have a residence registration, the PESEL number is assigned immediately during your visit to the office (the whole procedure takes about 10 minutes). If you submit an application without registration, the waiting time usually ranges from a few days to a few weeks. For registration, the following are required: passport and a rental agreement or the owner’s consent.
